Declining Economic and Military Power Essay As the United States prepared to enter the twenty-first century, it could reflect upon the fact that the twentieth century was truly the American century, even with its declining economic hegemony and resulting lose of military hegemony. The U. S. entry into World War I tilted the balance against the triple alliance. It was the U. S. forces that played the major part in the defeat of the Axis powers in World War II . It was the U. S.men and material that contained Soviet Communist expansion until it self-destructed. Even though its military power was unrivaled, the United States had to confront the re-emergence of traditional isolationism at home, the creation of shifting coalitions around the world, and most importantly, its declining economic power in the world. In the 1940s and the 1950s, the United States was extraordinarily competitive in the world market . Virtually anything it produced, it could sell. Although partly the aftermath of World War II, which had destroyed most of America’s industrial competitors, this situation also reflected an American monopoly in high-technology industries and American productivity in lower-technology ones. The United States had a handsome surplus in its international balance of trade, and this surplus could in turn finance large-scale expenditures on U. S. military forces to be deployed overseas in the territories of America’s allies, including West Germany, Britain, Italy and Japan. A productive and competitive economy with high employment also provided a healthy base for federal taxation and spending. In such a happy condition, the United States could maintain a vast system of military alliances and spend 10 percent of its GNP on defense. In the slogan of the Eisenhower administration , the former was underwritten by the latter. Then all this started to change with seeming suddenness. Japan appeared to surge forward at incredible speed. Through the 1970s it’s rising indices of industrial production seemed to propel it above the industrial levels of the United Kingdom, the European Community, the Untied States. As the Soviet Union faltered and then collapsed, Japan and subsequently also West Germany increasingly became the symbols of so-called young economies, in which â€Å"organized capitalism† could achieve miracles which old capitalism could no longer deliver. The inventory of China and Japan’s successes was stressed frequently . Its rapid pace of economic growth, its systematic allocation of vast resources to gross fixed capital formation, its obvious progress in high-tech consumer-oriented production, and its impressive penetration of the global markets all received their due. In contrast, the United States was increasingly depicted as an aging, stumbling giant, losing its preeminence and its leading abilities. From the mid 1970s on, a vast literature asserted with much conviction that the United States was â€Å"deindustrializing,† losing the battle of high tech and unduly shifting its labor force toward services while complacently accommodating itself to falling productivity, low rates of saving, low rates of capital formation, failure in export markets, incessant trade deficits, and growing international indebtedness . If we simply add together economic and military power there is little doubt that the United States remains the hegemon. But it is important to recognize that military hegemon is dependent on economic hegemony, because the military is wildly expensive. Declining economic hegemony creates pressure to cut back on military expenditures. This pressure has been temporarily relieved because of the recent economic growth and the new revenues available to the U. S. federal state. However, it is doubtful that this trend of relatively greater economic growth will continue. Indeed, a collapse of the stock bubble could lead to a U. S. economic crisis that would force a major restructuring of its military capabilities and increase the pressure for other core states to take up the slack. Whether this happens quickly or slowly, predictions show that U. S. economic hegemony will continue to decline, and its military hegemony will follow. This will lead to a new period in which economic power and military power come once again to be recalibrated in a system of more equally powerful and competing core states. This current situation is almost similar in most structural respects to that at the end of the nineteenth century. Declining Britain was still advocating free trade, while the other core states and upwardly mobile semi-peripheries were shifting back to economic nationalism and protectionism. By arguing whether or not this happens in the next few years and to what could prevent another cycle of war over world leadership in the last chapter, a new window of vulnerability to warfare among core states will arrive. The institutional structures of global collective security will again be tested. It is in all humanity’s interest that these institutions be strong enough to prevent another war among core states. With the termination of the Soviet Union and the Soviet Empire in the early 1990s, it became clear that there were no large specific military threats facing the United States . As General Colin Powell, the chairman of the Joint Chiefs of Staff (JCS) from 1898 to 1993, noted in early 1992, the real threat we (the United States) now face is the threat of the unknown, the uncertain. Moreover, despite reductions in its defense capabilities from their Cold War levels, the United States was still far superior militarily to any nation or likely combination of nations in the world. The challenge for the United States was to maintain the sufficient order in the international system so that it could pursue its economic interests. At the end of the Cold War, the United States became one of the largest importer and exporter . Its economic well-being was consequently almost totally dependent upon the absence of chaos in the international arena. Since no one nation posed a specific military threat to the United States like the Soviet Union during the Cold War, the Pentagon was compelled to develop illustrative situations or scenarios in which American interests could be sufficiently jeopardized so that military force would have to be used. Before, there were also seven scenarios created in order to illustrate possibilities of a withdrawal of an attack on Iraqi or a battle plan on Baghdad . In early 1992, the Pentagon developed seven more scenarios with regards to the countries that could launch an attack against them. The first scenario is a repeat of the Iraqi invasion of Kuwait. This scenario assumes that sometime in the mid 1990s, the world’s support for the embargo against Iraq slackens, the regime in Iraq rebuilds its military to 1990 levels, and launches a blitzkrieg attack southward. Unlike August 1990, the Iraqis do not stop at the Saudi border, but move into northeastern Saudi Arabia and take control of its oil fields and major export terminals before the United States and its coalition forces can respond. The second illustrative scenario involves an all-out attack on South Korea by some 300,000 North Koreans. To help the South Korean forces counter this invasion, the United States would deploy five combat divisions to augment South Korea’s 800,000-man army. In addition, this nation would send five aircraft carrier battle groups, two Marine expeditionary forces and 20 land-based air squadrons. This force of about 250,000 Americans and 1 million South Koreans would take about three months to prevail against the forces of Kim II Sung. The third scenario is a combination of the first two. It assumes that the Iraqi and North Korean invasions occur simultaneously and that the United States has to fight a two-front war with over 500,000 people, some 5,000 miles apart. The fourth scenario involves an invasion of the Baltics by an expansionist, authoritarian government in Russia . The Pentagon postulates that 18 Russian and six Belarusian divisions would attack along the Lithuanian-Polish border to â€Å"protect Russian minorities† living in the Baltics. To respond to this situation, the U. S. would deploy seven combat divisions, 49 land-based air squadrons, six aircraft battle groups, and a Marine expeditionary force. Augmented by an additional 11 ground-divisions and 17 tactical fighter squadrons from NATO, Western forces would prevail in three months. The fifth and sixth scenarios involve one-wee invasions of the Philippines and Panama. The invasion of the Philippines by Marine amphibious forces and army paratroopers is made necessary by the chaos that results from a failed coup and endangers some 5,000 Americans in Manila. The Panamanian invasion of airborne and amphibious troops follows from an attempt by rightwing elements close the Panama Canal. The final scenario is based on the possibility that in the next century a resurgent Russia or an emerging superpower adapts an adversarial military strategy and capability to threaten U. S. interests around the world. The U. S. response would be to reconstitute its Cold War military force and its alliance strategy. The first and second scenarios were also the focus of the Clinton Administration’s Bottom-Up Review, published in September 1993. Despite all these scenarios and the decline in both economic and military hegemony, the United States can still be considered to be on top of its league. In addition to this, the end of the Cold War resulted to the shifting of budget due to the cutting or decrease of military budget . Interpersonal Communication Essay In the healthiest of environments, people advance from ‘relationship’ to ‘engaged’ status because two people have mutually acknowledged each other, have common understandings, and act with the other person’s concerns in mind. A relationship, be it for marriage, friends or business, requires a domain of actions and an assessment that your partner is worth trust because they act with the intention to take care and not betray shared concerns. One of those elements is the interpersonal communication between the people in the relationship. When communicating effectively, there is a behavioral coordination that results from the coupling between two people in such a way that the relationship can limit the drift of day-to-day life, and move with effective communication practices that will address fundamental concerns. The bedrock of effective interpersonal communication is to first know who ‘you’ are. Review and understanding of your self-concept, self-image, self-esteem, and personality will allow for greater spaces for possibility to understand the same elements of your partner. Interpersonal communication involves both verbal and nonverbal communication and both of these communication types can be expressed in a variety of different ways. One aspect to clearly understand is that communication is complex because it involves two or more people to be in a dance of coordinated action that will take care of concerns and/or fulfill the narrative of the future. Communication is also continuous; to be most effective in the domain of interpersonal communication there is a requirement of recurrence, recursion  and reciprocation. Communication is also dynamic in that the action requires the embodiment of practices that allow you to transform between public, private and behavioral queues with your significant other. Equally important to remember is the misconception that communication cannot transform interpretation. Languaging is a linguistic coordination of linguistic coordination’s, a domain of descriptions of descriptions that refer back to themselves for meaning. Our classroom text asserts that we cannot exactly repeat something we have said in the past. Even if our words are the same – the tome of voice and other characteristics such as posturing and tone will differ- and the listener will also have a different impression (sole, K. 2011). Communication is also irreversible in that we cannot take back our words once spoken. This is why it is very important to be conscious of what you are saying in moments of anger when you might say something that you may later regret. The harmonious combination of two different points of view can certainly be viewed as a barrier to effective interpersonal communication because balance between the two is not always achieved. Common communication problems in relationships are assessed as: 1) Silence or refusal to speak; 2) giving into the other person at a cost of self or the relationship (also known as placating); and 3) psychological requests or reports – which is essentially the announcement of a feeling, emotion, or state of being without any commitment to act from the assessment produced an/or speaking without regard for the truth to fulfill a concealed agenda. Let’s face it – the silent treatment is more often than not a way of inflicting pain on the other person, or to get them as angry or disappointed as you are. Either way, there are no good outcomes possible for effectiveness to be achieved. Giving in to your significant others demands can defuse a negative situation, however, over the long term you can loose who your ‘self’ is and the foundation of the relationship can begin to become eroded. Visions of virtues, what is a good life, beliefs, and what is important for being taken care of can be lost subconsciously without you even knowing it when you give into placating. The last of the three barriers mentioned is psychological warfare. This could be sabotage born out of feelings of resignation, despair, boredom, resentment, distrust, confusion, being overwhelmed, and skepticism. It is important to try and be a third party observer of your moods because they color your outlook about your relationship and the world over extended periods of time. Moments of perturbation should be discussed with your partner in the moment or soon after so that bottled up aggression does not have the opportunity to morph into something much worse in the future such as ‘playing games’. As reviewed in chapter three of our classroom text, what you perceive in the world depends on what you pay attention to (Sole, K. 2011). With acceptance of this assertion then it is easier to understand how you organize and interpret what you perceive, and the framework of your emotions take place. Always remember that emotions are specific ungrounded assessments that live in our bodies for only a short period of time as feelings and thoughts. The perception of your partner may differ from your own; in fact, it most likely does because you both have had two different journeys throughout life from birth to the present moment. It is important to remember that emotions are the result of perturbations of our nervous system and provide automatic and ungrounded assessments about the world because as reviewed earlier, our individual ‘worlds’ are made up of only what we are paying attention to. Some emotions are inherited genetically and some are learned. Emotions though, only tell us how we ‘feel’; not the ‘truth’. With this in mind we can begin to understand then to be careful to know the difference between stating a ‘truth’ to our partner and making an ‘assertion’. With interpersonal relationships it is important to be aware of our emotions and how they affect the people around us, including our significant others. Non-verbal communication is defined as communication of a message without words, which means that it encompasses a wide range of vocal and visual signs and behaviors (Sole, K. 2011). Throughout your relationship you will  express yourself not only with your voice or with a pen, but also with eyes, facial expressions and body posturing. When listening to your significant other it is recommended to be aware of your body posture; the technical term for this is called kinesics. For example, sometimes there is no greater expression of affection for someone than the embrace of a hug or putting your arm around them (Burgoon, Buller, Woodall, 1996). As time goes on most partners begin to pick up on what the other is thinking without even speaking through non-verbal communication habits. For example, my fiancà ©e figured out that whenever I rub my eye with my index finger by putting pressure in corner of eye, I am in a mood of frustration or anger; and I never realized I did that till she pointed it out to me! Emotional Intelligence, also known as EI, is a reference to the capacity that someone has to understand, communicate, and manage emotions; and further the ability to understand and respond to the feelings of others (Sole, K. 2011). This is an especially powerful element to successful relationships because it expands the different possibilities for thinking and actions that a couple can take throughout a lifetime together. EI is a reference that someone has a background of listening taking place where future possibilities are being listened to, even while declarations for thinking or acting have taken, or are taking place. Take the various moods of yourself and your significant other for example. The understanding of moods can help in managing conflicts with one another. Moods color a persons point of view about life for periods of time and have body postures associated with it. If you see your significant other standing with their arms crossed and eyebrows bent while eyes are starring at you like daggers, then you may not need them to say that they are frustrated because you can interpret that with your level of emotional intelligence. A submission from my own meandering experience on like is to recognize the difference between the things you can, and the things you cannot change in life. Do your best to let go of negative thoughts and change negative interpretations. If your significant other is not able to spend a lot of time with you because of the amount of time you work for example, then  instead of ‘getting down’ on it be thankful that you get to end the day with him or her, and that they are ambitious instead of lazy. Another broad suggestion that does not encompass a specific situation would be to stay away from â€Å"I† statements. Our text for the class uses a great example for this. Instead of â€Å"you make me so angry sometimes† TRY: â€Å"I am so angry with you sometimes†. It shows that you are taking ownership for your own emotions and are describing a behavior instead of simply acting on it without thinking the situation through. Flappers in the 1920s Arguably, the flappers of the 1920s were kind of a beginning of another change in the life of women. There was a surplus of women in Britain; this was caused by the loss of many men to the war. In this era women was done with their old way of lifestyle. They went for more beauty modern things and ditched what they believed to be a conservative way of life. They changed the way of clothing, styles of their dresses as well as their hairstyle. Change in life is believed to be very important, at the begging of change most people see it as being negative. This is because they are used to the old things they use to see. It takes time in a conservatism world for change to be effective and have impact on the people (Sagert 6). What is in the mind of many people is how the flappers in the 1920s was an important factor in the revolution of women way of living and lifestyle, furthermore does the flappers way of life have an impact on the lifestyle of the contemporary women. The term flapper didnt exist until after the First World War. The roaring twenties discovered that there were many changes. The women at that moment voted hence they had a new feeling of independence and lots of feminism ideas developed. The fight to prohibition of this triggered the flappers to fight for their freedom (Perrett 65). It came up for the first time in Great Britain. In this region it was used to bring out the characteristics of a generation of young girls. Many authors gave different descriptions to the flappers to some they viewed it as an expensive and lovely lifestyle. It was associated with girls about nineteen. Fashion of high quality was seen to only be for the rich women. The flappers dresses were simple and less sophisticated hence it was easier to produce them. Since then different definition and description of flappers have been used. Flappers opened doors to good things that were to come to the world of women. Women started exploration of the field of art tha t was untouched. Cultural practices and social norms changed. The fields to be explored by the flappers include completely new opinions, the dress code, the attitudes of individuals and the actions of women in society. The all scenario of flappers opened the eyes of women to make a wonderful new world where they would express themselves in public without any fear. The behaviors of flappers were viewed to be outlandish at that moment. The roles of women in society changed to a different direction in which women had the freedom to choose what they wanted and did things at will. The flappers possessed different characters, they were young girls of approximately nineteen of age .They went to jazz clubs; this was because the flappers had good taste on jazz music and dance(Perrett 80). During the night clubs the flappers danced in a provocative manner they were trying to break the chains of conservatism and been put in a cage by men. The flappers had powers to choose freely they dated in freestyle many; there were no conditions to dating. They dated different men without discriminating them. The women of this type were given a clear description on their general behaviors, many saw them as been risk takers and adventurous. The flappers way of looking was so different as compared to women in the past Sex was just like any other casual activities. Wome n in this group were heavy drinkers of alcohol, as this they did during the prohibition time. During drinking time they accompanied with smoking of cigarettes and also using cocaine. In 1920s this women also stated riding bicycles, furthermore they drove in cars. All this behavior was not accessible to the women in the past. Flappers also entered into petting; therefore they attended more petting parties. In some cases they carried out the petting at the back seat of their cars. The game became very popular than in the past. It started becoming more and interesting to pet. Flappers changed their duties, they were no longer the women who stayed indoors the way there predecessors did. They began to move away from home and face the world. They pursued lots of challenges to the past roles of women in the society. They believed that women had been oppressed and it was high time women fought for their rights in the society. The flappers pushed for the women rights as well as their voting rights. With time flappers were a big threat to the Victorian traditional duties. The gender roles included devotion to an empty life with no fun, working hard yet in the long run they achieve very little and finally follow religious believes. According to a flapper that was not the way to go. They were against rigid ideas whi ch oppressed women and d old activities. They pushed for freedom to choose what an individual wants and also to embrace consumerism. They were alway in war with the old and primitive way of life. The fight beard fruits, women were a lot to vote in the US in 1920. In the world that we live in, appearance is an important factor in describing an individual. In rhetoric way appearance is perceived to have a meaning. In most cases appearance is not the reality. Flappers in the 1920s changed their looks; they made themselves unique by introducing their new style. Before 1920s women were characterized with long hair, furthermore they had long gowns. Flappers decided to introduce a boyish look, they did this by cutting their hair short which only bobbed(Steele 340).They seemed to like their legs so much, therefore they showed their legs by putting on very short skirts they did this especially during dancing. Makeup was want they knew best. They used a lot of makeup. The makeup on the eyes and lips gave a clear distinction between flappers and the rest of the women. The flappers also had accessories in there wardrobe this included newsboy caps, necklaces and horn-rimmed glasses. The high heels shoes also were introduced into the fashion; this went han d in hand with the short skirts. They matched well and they were too provocative especially during dancing (Sagert 8). The all issue of appearance that people associated to flappers did find its way into the public until 1926.Despite all the barriers and challenges that flappers faced on their appearance, they still looked very beautiful. Respectable women started dressing and appearing like flappers in public. The stockings became a fashion of the day, this was hot fashion in the 1920s, and the embroidery was around the ankles and also up to the knees. The flappers changed from black stockings to stocks that had patterns on it. On their foot were cossy boots and the gladiator sandals. Lingerie also changed in the 1920s, they rejected corsets and went for the step-in panties. Flappers wore bodices so that during dance there chest remained hold. To make their hips soft flappers and good looking, they wore very soft corsets; this helped them in their appearance. The clothing made them look straight up (Steele 343). Symington side lacer was introduced and became the other of the day. Other women could not stand the way the flappers chest appeared. They went for the same. All this changes in the world of women happened when there was economic growth and prosperity. The roaring twenties was a good time for changes. At this era there was a very huge growth in the market of consumer goods. The economy of US adapted so fast after the war. The economy bloomed and peace also prevailed, some sectors which were stagnant were not of importance to the flappers (Baldwin 13). The soldiers returned from the war with lots of wages and new goodies. The writers also in the United States populated the flappers lifestyle, people started to view flappers in a different perspective, some of the characteriscts given included how attractive it was, reckless and d also independence.
